DESCRIPTION
The Kyrgyz Republic frequently faces winter energy shortages, shows precarious demand-supply situations, and a high energy inefficiency throughout the economy. Most of public buildings were built without any energy efficiency considerations and at the current state are poorly maintained. Moreover, Central Asia and Kyrgyzstan are subject to high seismic hazards and all buildings in the country are likely to be exposed to possibly destructive earthquakes. More than the 80 percent of schools and kindergartens in the Kyrgyz Republic, are classified to have “low seismic safety”.
Nevertheless, energy efficiency and seismic rehabilitation of social infrastructures have not yet been carried out in this country. Therefore, it is necessary to demonstrate the benefits related to building retrofits and pave the way towards scalable programs.
The “Urban Development Project” (UDP) has the objectives to improve the quality of municipal services and pilot energy efficiency and seismic resilience retrofits of urban infrastructure (schools and kindergartens) in participating towns. The Government of Kyrgyz Republic (GKR) received funds in support of this project from the International Development Association (The World Bank). The project, developed with the Government of Kyrgyz Republic (GKR), has been prepared by the Community Development and Investment Agency (Agentstvo Razvitiya I Investirovanya Soobschtv Kyrgyzkoi Respubliki – ARIS) which has been responsible for the preparation, coordination, project management and implementation.
The Urban Development Project consists of two components. The first component namely “URBAN DEVELOPMENT” includes financing for technical assistance and consulting services to improve the seismic safety, the energy efficiency and the hygiene and comfort levels of social infrastructures in participating towns, as a second sub-component.
The Joint Venture “ALL Ingegneria” & “AIRES Ingegneria” has been charged with the assignment for consulting services for “Preparation of Feasibility Studies and Designs for Improved Energy Efficiency and Seismic Safety and Construction Supervision of Pilot Schools and Kindergartens in Balykchy and Toktogul”.
The assignment provides for engineering services for designing the retrofit on six facilities (4 schools and 2 kindergartens) built from the 1950s to the 1980s. The design process includes several tasks, namely: feasibility design, preliminary design and detailed design.
The objectives of the assignment are:
  1. Enhancement of the seismic safety for the existing facilities to the level of current design Codes and Standards, used in the Kyrgyz Republic;
  2. Improvement of the energy efficiency to reduce specific and absolute annual energy consumption of buildings, and increase the indoor temperature, lighting and comfort level, meeting current standards;
  3. Undertaking capital repairs to extend the useful life of buildings, improve hygiene and comfort level, and enable long-term benefits of energy efficiency measures.
